Subject in custody: Timothy Dowd Mr. Dowd was arrested by the Plainville Police Department on December 28, 2002, for several crimes at the track. He has been charged with several other offenses. This is a white male, possibly of Hispanic ethnicity. Dark hair with receding hair line. Short to average height. He steals women's wallets from the workplace and uses their credit cards to purchase cartons of cigarettes, mostly Newports and Marlboros. He has done this in Norwood, Sharon, Walpole, North Attleboro, and Dorchester. He is also wanted by Canton P.D.
