An arrest warrant for Murder has been entered into WMS (and NCIC) for suspect CESAR CARMELLO TORRES, DOB 11/18/85, LKA 3Allen St., Apt. #2, Worcester, MA, for the April 6, 2010 shooting death of Jose Luis Rivera. TORRES is a known Latin King gang member known to frequent Club Universe, La Raza, and the Canal Club all in Worcester, MA. Information received that TORRES shaved his head and is planning to flee to Puerto Rico. USE EXTREME CAUTION AND NOTIFY DB SGT. THOMAS RADULA IMMEDIATELY UPON ARREST. An arrest warrant for ACCESSORY AFTER THE FACT TO MURDER has been entered into WMS (and NCIC) for suspect BRUCE ALAN BROWN JR., DOB 04/24/83, LKA 3 Mt. Pleasant St., 2nd FL, Worcester, MA and 13 Larch St., 1st FL, Worcester, MA for the April 6, 2010 shooting death of Jose Luis Rivera. BROWN is a known Vice Lord gang member known to frequent Club Universe, La Raza, and the Canal Club all in Worcester, MA. USE EXTREME CAUTION AND NOTIFY D.B. DET. SGT. RADULA IMMEDIATELY UPON ARREST.

Worcester, MA (May 17, 2010) - On Friday, May 14, 2010 at approximately 6:45 PM Norfolk Virginia Police informed the Worcester Police Detective Bureau that they had just apprehended and arrested Cesar Carmello Torres on a fugitive from justice warrant for the murder of Jose Luis Rivera. Mr. Rivera died as a result of being shot on April 6, 2010 on Hollis Street. Mr. Torres's arrest caps a lengthy investigation which involved several law enforcement agencies in Puerto Rico, Virginia, the U.S. Marshalls' office and coordinated by the office of District Attorney Joseph Early's office. Mr. Torres, 24 years old of 3 Allen Street, Worcester, will be arraigned on Monday, May 17, 2010 in a Virginia courthouse to begin the rendition proceedings. It is unknown at this time if Mr. Torres plans to fight rendition or waive rendition. Coordinated efforts will continue between the Worcester Police Department Detective Bureau, The Norfolk Police Department and District Attorney Joseph Early's office on transferring Torres to Massachusetts.
