Subject described as approximately 40-45 yrs old, approx. 5’7”, 160?170 lbs, unshaven, wearing long trench coat and black wig. Subject also described as having some type of finger splint or bandage on left index finger (see red arrow). Subject left bank walking westbound on the eastbound side of Rt 9.
