At approximately 1411 Hrs. On Saturday 01-02-16 I Ofc. Chapman was dispatched to JC Penny for a past shoplifting incident. Dispatch advised me that a female suspect with long blonde hair and a black coat fled in a Black 4 door Sedan with RI partial plate 401 as the first three numbers.

Upon arrival at JC Penny I was met by Loss Prevention and they state that they observed a white female with long blonde hair pulled back wearing a long puffy black jacket with a hood, black pants, UGG type boots, and carrying a large black MK Handbag which appears to be empty, enter the Women's Department select several pairs of pants and shirts then enter the fitting room.

When the female suspect exits the fitting room she has a couple of items of merchandise with her and her MK Black Handbag appears to be wider, larger and bulging more than before entering. The Fitting rooms were checked and no merchandise was located or left behind. The female suspect walks past several active and open registers appears to make a purchase of a couple of the items but makes no attempts in paying for the merchandise concealed in her large black MK Handbag.

The female suspect exits the store out into the parking lot and is confronted by JC Penny Loss Prevention and invites the female back to the security office and the female ignores her and continues to walk out into the parking lot. Loss Prevention grabbed a hold of the suspect on her arm to escort her back to the office and the suspect pulls away and gets into a Black 4 door Sedan partial RI Registration 401, with a large dog in the MV, and flees the parking lot. Loss Prevention estimates the clothing stolen by the female suspect at $200.00 to $250.00.
